Kuuvel, Lisinthir, and the rest of the Silhouette crew leave the Throne World almost immediately after the battle for the Emperor’s tower. Rioting is beginning on the Throne World, and the space battle is not yet over. When Lisinthir goes for a last check on Jahir in the gel tank, he is told by Kuuvel and the Surgeon about the Eldritch nanotech. This could be either before or after Legacy since that story also mentions working on the nanotech.
