The administrative center for each quadrant of the Chatcaavan Empire is known as that quadrant's apex. The Eastern apex system is the most industrialized of all four, and the richest. Because of how much shipbuilding is down in the eastern sector, Apex East hosts the largest naval station in the Empire, in the external asteroid belt. The administrative head of the eastern navy is Logistics-East (who will become the Usurper).

There's a single habitable planet, which is overseen by a worldlord who is functionally naval, even though he's technically a system lord; there's so much Navy stuff going on here that unavoidably there's been naval officers coming out of that world's ruling family. There are two bases near the planet, one on its moon, and one in orbit. The orbital platform is overseen by Deputy-East. The moon base is overseen by Manufactory-East. All three of these worthies have fancy estates on the planet in the same high-rent district of the capital.
