These are crimes that are perpetrated across national borders (so between the Alliance and other empires, or rogue states).
Fur Trade

- Chatcaavans acquire Alliance slaves when they can, but many of their slaves are not obtained by the Chatcaava directly but by purchasing or otherwise acquiring them from independent pirates.[1]
