An Alliance government organization and allied agency to Fleet. First contact/ambassadorial/negotiation/protocol.
Device is a bowl and torch surmounted by two stars. The ambassadorial arm of First Voice has its own device--a crossed sword and branch, with the bowl and torch of First Voice above.[1]
