Fleet Manual
Contains the rules and regulations used to administrate Fleet. Has an additional section added post-human-joining, and all those rules are prefixed by "Terra."
See also Fleet Procedures.
This overhaul of the original Fleet Manual now includes a human-inspired Uniform Code of Justice, which the prior Pelted-written original didn't. "...and while the Pelted had insisted on massaging it, the results still complicated the pre-existing method of dealing with offenses. Which had often been arbitrary, since the Pelted had treated military crime the way they'd treated civilian crimes." [1]
The overhaul also instated fraternization rules. [2]
Many of the changes related to war, a set of changes that Fleet personnel have mixed feelings about.[3]
Specific Procedures and Regulations
Procedure Terra12B indicates that in the possibility of a civil war on a planet, diplomats and negotiators must be brought in; Fleet is also empowered to intervene if the wait would result in 'intolerable loss of life.' The unrest on Gledig colony was the test case for the procedure, and Alysha Forrest hypothesized that they were emphasizing information-gathering in an attempt to study how civil wars form.[3]
Even before the manual was rewritten, dereliction of duty was considered a major offense.[4]
Fleet officers are required to not negotiate during hostage situations.[5]
Crew members may request how they want their remains to be handled if they die during duty; their families receive personal letters from the commanding officer and a duty stipend.[6]
There is no regulation against long hair, though cuts above the shoulder are encouraged.[4]
