Immigration has been very silent. Generally the immigrants have sponsors of one kind or another. As technically any can Pad down, there are no border checks, just a lack of hotels etc.

In Heartskein chapter 12, when Jahir and Vasiht'h arrive back with the kits and military contractors, it's mentioned that V's family was "hovering over the ship arrival notices" -- implying that there is some sort of central control over, or at least reporting of, ships arriving in the system. Also, in the same scene, Jahir personally escorts the military personnel to the palace, and V escorts everyone else to Seni -- nobody is allowed to just go off on his own. Combined with the way everyone coming to Escutcheon has a responsible local person (sponsor), it's basically like the immigration considerations are taken care of even before the visitor starts packing for the trip.
More on immigration/tourism: in Healer's Wedding chapter 1, Sediryl says to Qora: "do you know how many musicians are trying to acquire passports to come here? Or to set up tour dates?" She goes on to say that Liolesa has said a blanket "no" for the time being to such tourism -- which indicates again that there very much are immigration checks, but they happen much sooner in the process than arrival. (Semi-obligatory nitpick: what those musicians are trying to acquire is visas, not passports.)
