Cabinet

These are mostly new positions, in the past the Queen was autocratic and did not rely much on a cabinet. Not sure who's in most of them, in fact, but I think several people might be doubling up (like Hirianthial as both Lord of War and Health Minister.

Councils

• Immigration
• Integration (spreading tech without disruption)
• Nobles' Court (heads of families can come kvetch about issues with their peers)
• Mage Council (schools, training, knighthoods)

I think I called it this? The Heir traditionally has her own council/cabinet/coterie.
