The sector starbase for Ro, the "eastern" edge of space claimed by the Alliance.

History
The contract for the city-sphere was awarded to a group of Glaseah, but they brought on a large phalanx of Hinichi initially, which informed the culture considerably. They were partway into the planning and initial building when they thought to contact the Platies, and were surprised to discover the Platies wanted a sizable part in the enterprise... which is how the major city-sphere for the starbase became an aquasphere. Starbase Ro contains, to date, the largest body of water in a city-sphere of any starbase.
