Mission and Scope of Activities
First Voice is the ambassadorial arm of the Alliance, trained in first contact, negotiation, trade agreements, diplomatic relations, and protocol.[1] The service includes ambassadors, lawyers, anthropologists and linguists, and archivists. Bodyguard duties, if deemed necessary, are contracted out either to Ground Forces's security divisions, or to Fleet. The Alliance's vision for First Voice was literally that: the first voice to speak to aliens. In practice, the few first contacts have overwhelmingly been made by Fleet or other exploratory vessels, and First Voice is brought in later.
